Banking Sector Profits and Export Margins of Wood Forest Products: Evidence from China's Provincial Data SCIE

Abstract :

The export expansion of wood forest products (WFPs) generates substantial socio-economic benefits. Unfortunately, the WFP manufacturing industry frequently experiences challenges in accessing finance and high financing costs. Since profit scramble between financial sector and real economy sectors has become a critical global concern, it is worth investigating how banking sector profits (BSPs) impact WFPs' export margins, and whether a "financial concession" policy can mitigate or amplify this effect. Drawing on over four million trade records from China's Customs Database and the United Nations Trade and Business Database, this study quantifies the WFPs' export margins of 31 provinces in Mainland China to 184 countries during 2007-2022. Then it assesses the effects of regional BSP on the WFPs' export margins. The results indicate that the extensive, intensive, and quantity margins of WFPs' export exhibit an overall upward trend with fluctuations, while the price margin has shown steady growth since 2016. Regional BSP has significant negative effects on the extensive, intensive, and quantity margins. The observed upward trend of WFPs' export margins implies that low BSP may facilitate export growth of WFPs. Further heterogeneity analysis indicates that the BSPs' negative impact is more pronounced for labor-intensive WFPs' exports. China's "financial concession" policy effectively mitigates the BSPs' adverse effects. Moderation effect analysis demonstrates that a larger number of bank institution outlets, a higher share of rural bank institution outlets, and the development of digital finance significantly reduce the BSPs' negative effects.

Abstract :

木材产业政策是政府为实现木材产业经济、社会和生态综合效益而实施的手段。使用政策内容量化法与新结构经济学政府最优干预原理对木材产业的相关政策进行分析。研究发现:建国以来,木材产业政策一直聚焦在“技术”与“发展”,近年来更加重视木材产品技术创新。此外,中国不同发展阶段对木材产业的要求和政策目标均不同,这一点符合中国的比较优势即禀赋结构。最后,对中国木材产业政策使用的政策工具进行了分析,发现需求型政策使用频率较低,而供给型和环境型政策使用频率较高。基于此,提出了增加需求型产业政策、扩大木材产业国内市场内需、加强木材产品品牌建设的政策建议。

Facilitation or Inhibition? Aging Rural Labor Force and Forestry Economic Resilience: Based on the Perspective of Production Factors SCIE

Abstract :

Globally, the accelerating aging of the rural labor force is profoundly impacting the economic resilience of the labor-intensive forestry sector. However, the intrinsic connection between the two has not been fully understood and requires further exploration. As the most populous nation globally and a top producer, trader, and consumer of forest products, China stands out as a perfect case study for this issue. Based on this, this study utilizes panel data from 30 provinces in China from 2012 to 2022 and employs a dual machine learning model to empirically examine the impact and mechanisms of rural labor force aging on forestry economic resilience from the perspective of production factors. The findings indicate: (1) overall, the increase in rural labor force aging significantly inhibits forestry economic resilience; (2) rural labor force aging enhances forestry economic resilience by promoting large-scale forest land management, driving forestry technological innovation, and increasing government capital investment; it also inhibits forestry economic resilience by reducing educational human capital and health human capital; (3) the rural force aging exerts a marked adverse effect on the resilience of the forestry economy in the eastern and central regions, major grain-producing areas, and major grain-consuming areas. Based on this, this study proposes policy recommendations in three areas: building a flexible and diversified labor supply and replacement system, exploring a "scale and technology" integration path suited to national conditions, and implementing differentiated regional strategies. The aim is to provide a reference for government departments in formulating strategies to enhance the resilience of the forestry economy in the era of aging.

Developing countries often grapple with the dual challenges of resource scarcity and poverty in their pursuit of sustainable industrial growth. This study offers a systematic and quantitative evaluation of forestry policy effectiveness in China since 2003-an area that has received limited attention in empirical policy analysis. Using text mining techniques in conjunction with the Policy Modeling Consistency (PMC) Index, we construct a structured assessment framework to examine the internal coherence and implementation focus of key forestryrelated policies. Our analysis highlights the need to advance industrial ecology, especially in wood processing and paper manufacturing, and to develop ecologically centered industries focused on non-timber forest products. The evaluation points to a high policy consistency in sectors like paper and camellia oil production. However, a notable misalignment between policy agents and intended beneficiaries highlights the need for improved stakeholder engagement and adaptive policy design. We recommend enhancing participatory mechanisms and introducing market-based instruments to strengthen policy performance. The findings provide critical insights for ecological policy optimization and the sustainable transformation of forestry industries in China and other resource-constrained economies.

Timber Industrial Policies and Export Competitiveness: Evidence from China's Wood-Processing Sector in the Context of Sustainable Development SCIE

In the era of climate change, the strategic importance of forestry products for sustainable development is increasingly recognized. Amid a global resurgence of industrial policy aimed at addressing environmental challenges, this study investigates the impact of China's central and provincial green industrial policies on the export competitiveness of wood-processing enterprises. Utilizing firm-level data from the China Industrial Enterprise Database and China Customs Export Database (2000-2013), we apply a double machine learning (DML) approach and construct a heterogeneous competitiveness model to evaluate policy effects along two dimensions: export quantity (volume and intensity) and export quality (product complexity and consumer-perceived quality). Our findings reveal a clear dichotomy in policy outcomes. While industrial policies have significantly improved export product complexity-reflecting China's comparative advantage in labor-intensive production-they have had limited or even negative effects on export volume, intensity, and product quality. This suggests that current policy frameworks disproportionately reward horizontal innovation (product diversification) while neglecting vertical upgrading (quality enhancement), thereby hindering comprehensive export performance gains. Those results highlight the need for more balanced and targeted policy design. By aligning industrial policy instruments with both complexity and quality objectives, policymakers can better support the sustainable transformation of China's forestry sector and enhance its competitiveness in global value chains.

Effects of Regional Financial Development on the Resilience of Wood-Processing Enterprises SCIE

A common challenge faced by global wood-processing enterprises (WPEs) is their frequent exposure to external shocks. The improvement of regional financial development (RFD) may help WPEs enhance their resilience, thereby enabling them to mitigate external shocks. Against this backdrop, it is worth investigating whether RFD's improvement can enhance WPEs' resilience. However, the literature that addresses this issue is scarce. Based on the data of WPEs in mainland China from 2008 to 2016, we evaluate RFD's effect on WPEs' resilience. The findings are as follows: RFD can positively affect WPEs' resilience, and multi-dimensional stability tests confirm the robustness of this result. RFD produces indirect positive effects by enhancing WPEs' financing capacity and reducing their financing costs. Heterogeneity tests reveal that the RFD's positive effect manifests in three distinct wood-processing sub-sectors. Crucially, its impact proves significantly greater on small and micro WPEs than on medium and large-sized ones. Furthermore, the positive effects are stronger for WPEs located in central and western provinces and non-municipal districts versus those situated in eastern provinces and municipal districts. Compared with technology- and capital-intensive WPEs, labor-intensive ones benefit more from RFD's improvement.

The Impact of Environmental Regulation on the Growth of Small and Micro Enterprises: Insights from China SCIE SSCI

Small and micro enterprises (SMEs) make important contributions to economic development, innovation, and employment in every country. The increasingly strict environmental regulations have become a global trend, but the empirical literature that evaluates the impacts of environmental regulations on the SMEs' growth based on their observational data is extremely rare. This study aims to investigate how city-level environmental regulations in China affect the SMEs' growth, with a focus on identifying lag effects, heterogeneous impacts across regions/enterprise types, and the mediating roles of technological innovation and policy support, using unbalanced panel data from 2007 to 2016. Using a dynamic panel model and entropy-weighted assessment, the results show the following: (1) Stricter environmental regulations significantly impede SMEs' growth, with this effect persisting for up to two years. Robustness tests confirm the stability of these findings. (2) Despite the overall negative impact, our analysis reveals that environmental regulations can stimulate SMEs' growth by promoting technological innovation and increasing policy support. (3) Heterogeneity analysis shows that the regulatory effects vary by region, ownership structure, and tax status, with the most adverse impacts observed in private firms, small-scale taxpayers, and businesses outside the Yangtze River Economic Belt. These findings highlight the need for differentiated regulatory approaches to balance environmental objectives with SMEs' growth. The study is limited by its focus on data from 2007 to 2016, not considering recent policy shifts, and may have limited generalizability to economies with decentralized environmental governance.

The Chinese government has often been suspected of excessively intervening in the market. The reform of "Streamline Administration and Delegate Power, Improve Regulation, and Optimize Services" (RSDO) is a key initiative by the Chinese government to help enterprises improve their international competitive advantage through institutional reforms. Few studies have empirically tested the effects of RSDO on enterprises' export diversification. Using the data of 2141 wood-processing enterprises (WPEs) in China in 2014, this study applies zero-truncated negative binomial regression and the Tobit model to evaluate the effects of prefecture-level RSDO on enterprises' export product and market diversification. The results show that the RSDO can enhance WPEs' export product diversification without significantly impacting export market diversification. Regarding specific indicators, the reforms of "Streamline Administration and Delegate Power" and "Improve Regulation" significantly positively affect export product and market diversification. In contrast, the optimization of government services shows no significant impact. Heterogeneity tests show that the RSDO promotes export diversification in wooden products and furniture manufacturing enterprises, smaller enterprises, domestic enterprises, and those with weaker operational capabilities. The impact mechanism shows that the RSDO aids sample enterprises in enhancing export product diversification by lowering operational costs and supports export market diversification by encouraging technological innovation.

Environmental Policy Shocks and Manufacturing Resilience: A Multi-Path Mechanism and Regional Heterogeneity Analysis SCIE SSCI

Environmental regulation has become a central policy tool for reconciling the tensions between ecological sustainability and industrial development. Although most existing studies focus on its impact on green innovation or firm behavioral change, attention to how environmental regulation affects the structural resilience of manufacturing systems under external shocks remains limited. This paper constructs a balanced panel dataset covering 287 prefecture-level cities in mainland China from 2006 to 2021 to quantify the impact of environmental regulation intensity on the resilience of manufacturing development. Manufacturing resilience is assessed through a comprehensive indicator system, including the dimensions of adaptive capacity, recovery potential, and industrial continuity. The empirical results show that environmental regulation has a significant inhibitory effect on manufacturing resilience, and this effect is supported in a number of robustness analyses using instrumental variable estimation and lagged structural tests. Mechanism analysis suggests that, despite the overall negative effect, environmental regulations can indirectly enhance resilience performance by promoting industrial autonomy and digital transformation under certain conditions. Heterogeneity analysis further reveals that the negative effect is more pronounced in regions with higher regulatory intensity, in non-self-employed firms, in industries not subject to U.S. sanctions, and in eastern China. These findings suggest that the dynamic needs of the industrial system should be taken into account in the formulation of environmental policies, and that digital capacity building and autonomy upgrading should be the key paths to mitigate regulatory shocks.

乡村研学是乡村发展的新引擎,是扶贫事业的创新探索,乡村研学逐渐成为推动乡村特色产业发展的助推剂.在"双减"政策落实后,乡村研学正在逐渐成为乡村旅游的新特点,部分有丰富乡土资源的乡村已开始进行尝试,培斜村的乡村研学起步晚,但发展迅速,因此,以龙岩市小池镇培斜村为例,剖析乡村研学的发展现状及存在的问题,提出基于"区位+生态"优势发展乡村特色研学,探索乡村研学未来的发展路径,从而更好地助力乡村研学发展,实现乡村振兴.
