Abstract :
Renewable energy exploitation is among the development strategies set by the government of Rwanda on the roadmap to 2023/2024 universal electricity access and the United Nations plans by 2030. Numerous previous studies on clean energy technologies in Rwanda have mostly focused on households’ usage but there are currently no studies describing the feasibility of clean energy technologies for financial institutions. The skepticism on renewable energy in Africa was previously reported by some personnel. Having realized that most SACCOs (Savings and Credit Co-Operatives) in Rwanda use diesel technology for backup/emergency electricity supply, taking consideration of abundant solar resources in Rwanda, having seen the viability and feasibility studies from other countries of renewable energy for different institutions (financial included); this work uses the HOMER Energy Software and the electricity load profile of a typical SACCO in Rwanda to analyse the affordability and viability of on-site renewable energy generation for SACCO in Rwanda. The results reveal that a solar PV system with storage can be the optimal solution (with levelized cost of electricity (LCOE) of 0.713 $/kWh which is cheaper than 0.73 $/kWh for diesel technology) for SACCOs located in both off-grid areas and grid-connected areas (with 0.041 $/kWh LCOE which is lower than the current electricity tariff in Rwanda). The findings in this work can serve as basic tools/materials for policy drafters in Rwanda on how financial institutions can contribute to climate change mitigation through self-renewable energy exploitation. © 2023, Tech Science Press. Abstract :
Green buildings, compared with conventional ones, can mitigate the rapid growth of China's carbon emissions. They offer many advantages, such as saving resources and reducing negative environmental impacts. However, few studies have assessed their incremental costs and social benefits. This study comprehensively analyzed the incremental costs and benefits of green buildings in China through the life cycle stages of preparation, design, construction, and operation-management. The Analytic Hierarchy Process and Matter Element Analysis were jointly applied to establish a comprehensive green-building cost-benefit evaluation system. Based on expert judgment, an embracive two-level index scheme and a three-step grading strategy were developed. A residential case study tested the applicability of the model. It yielded the largest share of incremental cost in the construction phase at 90.5%. The economic benefits accounted for the largest proportion of incremental benefits at 72.22%, meeting the green building criteria and achieving the highest 3-star rating. The study has developed a full life-cycle costing methodology for green building design and quantified the benefits at each stage. The findings offer the theoretical and practical basis to refine the assessment of green building projects and improve green building performance to meet sustainable development goals.

Sponge cities provide broad hydrological functions to alleviate urban flooding and other water-related problems in China. Conventional impervious paving cannot meet contemporary sustainable city goals. The permeable paving technology offers primary benefits such as increasing stormwater infiltration, drainage, purification, groundwater recharge, and microclimatic amelioration. Few studies have evaluated the embracive range of benefits and the social functions holistically. This study aimed to develop a comprehensive benefit evaluation system to cover a broad range of indicators. Nineteen indicators were selected based on the literature review, field studies, and research experience. Organized in a three-tiered hierarchical structure, they were divided into environmental, economic, and social benefits. A grey intuitionistic fuzzy comprehensive evaluation model was built by combining intuitionistic fuzzy analysis with a grey comprehensive evaluation. The computational tools could determine the differential weights of indicators and benefit scores. Taking an example of a permeable pavement project in Quanzhou City, the comprehensive benefits were assessed and validated using our evaluation model. The results show that (1) the comprehensive benefits of the project met the economic feasibility criteria with advantages over conventional paving; (2) the environmental benefits were prominently expressed; (3) the social benefits were assessed and confirmed. The results verified the feasibility and applicability of the quantitative-qualitative model. The method could permit the integrated and systematic benefit assessment of permeable paving designs. It also provides guidance and reference to evaluate the performance of permeable pavements and their comprehensive range of benefits. The findings could reference choosing and refining designs, optimizing the benefits, and promoting a science-oriented development of permeable paving.

Purpose This paper aims to establish a model to evaluate the benefits of building information modeling (BIM) from the owners' perspective. The model analyzes the correlation between five secondary benefit indicators and their subsystems: product, financial, organizational, management and strategic. The final key factors of BIM benefits provide a decision-making basis for owners to raise the efficiency of BIM application. Design/methodology/approach Firstly, the authors combed 31 BIM-related literature and interviewed experts to identify 15 preliminary benefit indicators. The authors established a BIM benefit evaluation system based on relevant concepts, including two primary indicators, five secondary indicators and 15 tertiary indicators. Secondly, the authors analyzed the indicators by the extension theory of matter element analysis and a questionnaire survey of expert opinion. Finally, the new method was applied to a case study of a large shopping center in east China for empirical verification. Findings A BIM benefit evaluation model, including a three-tiered hierarchy of primary, secondary and tertiary indicators, was constructed through literature review and expert opinions. The model determined the critical factors of BIM benefits, enhanced understanding of owner benefits and improved BIM application under the owners' leadership. Originality/value At present, most studies focus on specific project stages or benefit indicators. This study developed an integrated BIM benefit evaluation system that targets owners. The findings could foster the development of China's construction industry, promote owner-led BIM application and advocate adopting the benefit evaluation method.

The problems of evaluating the energy-saving and emission reduction of thermal power plants are multiple attribute decision making (MADM) problems. In this paper, the interval-valued intuitionistic fuzzy sets (IVIFSs), Heronian mean (HM) operator, Dombi operations are introduced and the interval-valued intuitionistic fuzzy Dombi power Heronian mean (IVIFDPHM) operator is proposed. Some desirable properties of this operator are established. Then, the IVIFDPHM operator is used to deal with the interval-valued intuitionistic fuzzy (IVIF) multiple attribute decision making (IVIF-MADM) problems. Finally, an illustrative example for evaluating the energy-saving and emission reduction of thermal power plants is given to verify the built approach. In order to show the superiority of IVIFDPHM operator and some comparative studies are also given below. The IVIFDPHM operator is compared with IVIFWA and IVIFWG operators, IVIFZA operator, IVIFZG operator, IVIFCWA operator and I-IIFOWG operator. © 2022 Slovene Society Informatika. All rights reserved.

The development of prefabricated concrete (PC) buildings can potentially reduce the consumption of resources and energy, and meet the requirements of low carbon and environmental protection in the construction industry. Therefore, this study aims to investigate PC buildings and their carbon footprint in the materialization phase. Based on databases from the Intergovernmental Panel on Climate Change (IPCC) and the Chinese Life Cycle Database (CLCD), a database of carbon emission factors was compiled. A carbon footprint calculation model for the materialization phase of PC buildings was established combining with BIM technology. The obtained results indicate that the carbon footprint per unit area of PC construction projects is significantly lower than that of other building types. The carbon footprint of the production phase accounts for more than 90% of the total, and the carbon footprint per unit area of the transportation phase and the construction and installation phase are equivalent. The carbon emission of a building material on its degree of influence is ranked as cement, steel, concrete and wire. In addition, the results can also provide a theoretical support for the formulation of regulations and emission reduction policies based on building energy conservation and carbon emission reduction. 提出一种基于Bootstrap抽样的模态参数识别不确定性量化方法,从整体和局部的角度评价模态参数识别结果的可靠性.首先,基于动力测试的加速度时程数据,采用协方差驱动随机子空间(SSI-COV)法识别不同测试组的模态参数;引入Bootstrap抽样方法,对多组模态参数识别结果进行B次重复抽样,得到Bootstrap样本数据,并通过其概率统计特征值衡量整体不确定性.然后,对单个测试组中不同时间段的识别结果进行重复抽样,分析并量化单个测试组的模态参数识别的不确定性.最后,以靖远黄河大桥试验数据为例,对靖远黄河大桥竖向单个及多个测试组下的模态参数进行不确定性量化.结果表明:不同测试组识别的前3阶固有频率的均值分别为1.5539,1.7206,2.1652,方差分别为0.0761,0.0429,0.0965;单个测试组识别的前3阶固有频率的均值分别为1.5265,1.7880,2.3060,方差分别为0.0153,0.0496,0.0182;文中方法识别的固有频率值总体较为稳定.

为了提高装配式建筑的质量,从施工前、施工中、施工后三个阶段分析装配式建筑质量安全风险因素,构建影响因素指标体系。先用层次分析法得出影响因素权重指标,进一步运用基于物元理论的多级可拓评价方法进行综合可拓评价,建立了装配式建筑质量安全风险的可拓模型。对福建某装配式工程项目进行质量评估,发现影响装配式建筑质量的主要因素为配筋质量和节点质量。通过对质量安全风险的定性定量研究表明,多级可拓原理在装配式建筑质量安全风险评价中有较好的适应性,为我国装配式建筑质量安全风险评价的深入研究提供借鉴。

Abstract :
随着建设工程的逐步发展和建设行业竞争力的逐步提升,如何在提升工程质量的同时实现投资控制是行业密切关注的问题。结合现阶段国内外的研究现状,根据建设工程全寿命周期对建设工程进行作业分解,提出相应的对策与建议。正确判别在建设周期中所产生的问题,及时提出解决方案,合理地建立与建设项目相关的各个单位之间的联系,加强合作,有效沟通,将使有限资源最大程度地发挥作用。
